New Oxford, PA

On Tuesday, December 18, 2018 at approximately 11:00 hours, Eastern Adams Regional Police say they were contacted  by Adams County Deputy Beall for assistance to serve a warrant on 28 year old Tyler Topper at 110 West High Street, New Oxford Borough, Adams County.

Authorities say Tyler had outstanding arrest warrants for a domestic violence incident following an incident occurring on Sunday, December 16, 2018. Eastern Adams Regional Police say they were also contacted by the victim in the case, stating she believed Adams returned to the home.

2 deputies and an officer went to the home and say at about 11:05AM arrived at the residence to serve the warrant. Deputy Shipley covered the front while Deputy Beall and Officer Fishel entered the house.

Officer Fishel noticed a male’s slipper on the top step at the back door, which was not there earlier. Deputy Beall and Officer Fishel began a cursory check through the dwelling. The officers walked over to a basement door and opened it. The door only partially opened due to an obstruction behind the door.

As Deputy Beall squeezed through the opening police say Topper was located on the top step hiding behind the door. Topper was armed with a pair of scissors in his right hand, which he had over his head, pointing downward, in a stabbing position lunging  toward Deputy Beall with the scissors. Deputy Beall blocked TOPPER’S arm with his forearm and began to attempt to gain control of the scissors.

Simultaneously, authorities say Officer Fishel used the door to pin Topper to the wall. Deputy Beall pried Topper’s grip off the scissors and threw them away from free from the area. After a brief struggle, Topper was taken into custody without further incident.

No injuries were reported by any of the officers. Topper was transported to Adams County Prison for processing.

Topper will be charged with Aggravated Assault on police officers and resisting arrest.

On December 3, 2018 Topper saw a felony charge of  Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver withdrawn in a negotiated plea in which he pleaded to two possession misdemeanors.
