Hanging cobweb has accumulation of grease, New Panda in Ephrata bombs 3 straight inspection with 14 violations

The Pennsylvania Department of Agriculture’s Bureau of Food Safety and Laboratory Services conducted an unannounced retail food inspection on October 22, 2019. As a result of that inspection, and due to the severity of the specific violations the New Panda Restaurant in Ephrata was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 14 violations were found.

This makes the third straight failure by New Panda to meet state regulations. The restaurant missed the mark following regular  inspections on July 9, 2018, with 16 violations,  and November 19, 2019, with 14 violations.

The inspector made the following comments in support of the violations found during the inspection:

  • Inner rim of toilet needs to be cleaned.
  • Cutting board observed being stored behind 3 bay sink faucets, with the potential to be contaminated from dirty splash water.
  • A food employee observed eating on kitchen prep table.
  • Cobweb seen hanging from baffles which contained an accumulation of grease and need cleaning.
  • Crisp noodles are being sold pre-packaged to the consumers however, they are unlabeled. Name of facility, address and ingredients need to be listed from most to least, weight and list of allergens. Operattor has decided not to package it.
  • Containers of noodles and chicken found being cooled on dirty dish drains and sinks.
  • Cardboard is being used under fryer to sop up leaking oil. Fryer must be emptied and may not be used until repair is made.
  • Observed cooked noodles and chicken cooling at room temperature which is not an approved method.
  • Bottom of kitchen prep table is covered in torn, unclean contact paper which is not a smooth, easily cleanable material.
  • The Person in Charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection.
  • Cooked rice was stored below and next to raw chicken in walk-in cooler
  • Sanitizing compartment of 3 bay sink was filled at time of inspection without first cleaning it out.
  • Soap was not available at the handwash sink in the bathroom.
  • A heavy accumulation of grease observed under fryers also dirt and food debris under all equipment in storage room and kitchen.
